Project history

The development of the eLearning guidelines and the people involved in the implementation projects.

The idea originated from a meeting of the New Zealand University eLearning directors at Massey University that was chaired by Gordon Suddaby. A key driver behind the project and a strong supporter was Wayne Mackintosh of University of Auckland. The people that were central throughout the project were Andrew Higgins, Gordon Suddaby and Stephen Marshall. John Milne was taken on at the start of the development of the guidelines and has worked on them throughout. The Tertiary Education Commission and the Ministry of Education funded the project. There have been two main phases: the development of the guidelines and their implementation.

The Tertiary Education Commission funded the initial development phase through the eLearning Collaborative Development Fund. This fund was designed to improve the tertiary education system's capability to deliver elearning that improves education access and/or quality for learners. This phase was a collaboration between six universities and a polytechnic. The project steering group were Andrew Higgins (Auckland University Of Technology), Carol Cooper (Lincoln University), Clive Pope (University Of Waikato), Gordon Suddaby and John Milne (Massey University), Ken Udas (The Open Polytechnic of New Zealand), Stephen Marshall (Victoria University of Wellington) Sue Dark (The Open Polytechnic of New Zealand) and Wayne Mackintosh (The University of Auckland). Gordon Suddaby was the project director, John Milne the senior project officer and Paula White and Emily Dimock were the project officers. Patricia Norton edited the printed material. Specialist web development was by Quentin Roper, Andrew Rowatt and Vicki Teo. Print design was by Kylie Shirtliff. 

The Ministry of Education funded case studies and further refinements to the eLearning guidelines. This work involved Danny Wolters and Peter Guiney from the Ministry of Education and Gordon Suddaby and John Milne from Massey University.

At this stage organisations began using the guidelines in a variety of ways. New Zealand Tertiary College led by Selena Fox implemented the guidelines and found that they offered substantial benefits to NZTC. This experience was shared with the tertiary community.

The second phase was the implementation project that the Tertiary Education Commission funded through the Innovation and Development Fund. This phase introduced a common eLearning framework based on the NZ eLearning Guidelines across the tertiary sector in New Zealand. The guidelines provided a framework for good pedagogical practice that supports quality eLearning activity, and engaged staff in critically reflecting on eLearning practice. The project advanced and made public best practice in eLearning in New Zealand, maximised the benefits of eLearning initiatives, and complemented the work of agencies involved in advancing eLearning.

Implementation Phase

The implementation phase steering group were Andrew Higgins (AUT University), Bronwyn Hegarty (Otago Polytechnic), Gordon Suddaby (Massey University), John Milne (Massey University), Mark Laws, (Te Whare Wānanga o Awanuiārangi), Nicky Page (CPIT), Stephen Marshall (Victoria University of Wellington), and Sue Dark (The Open Polytechnic of New Zealand).

Gordon Suddaby was the project director. John Milne was the senior project officer and Niam Hegarty and Amanda Gilbert were the project officers. Patricia Norton and Kate Hunt edited the printed material. Specialist web development was by James Harvey. Andrea Barr and Terry Neal consulted on evaluation. Matt Clapham provided graphic design expertise.

There were twenty-one implementation projects. Some projects focused on implementing selected eLearning guidelines and building upon the expertise within the guidelines. Others used the guidelines for course redevelopment or review, while others used them in staff development. The project also evaluated the effectiveness of the guidelines in enhancing the quality of eLearning and eTeaching.
